With reference to your pencil note on
paragraph 2 of (136). The rules according to
which "in transit" status is to be determined in
the case of passage of arms through Hong Kong
are laid down in paragraph 3 of (107). The test
is the production either of a through Bill of
Lading or the production of a copy of a "through
contract".
I attach opposite a revised note,
incorporating your amendments of (136), and
certain modifications in paragraph 2.
